protestDavid Mulkins, a history teacher at the High School of Art and Design, became a community activist because he couldn’t sleep at night. Mr. Mulkins was so annoyed by the racket outside his apartment on E.5th St that he started attending meetings in hope of curbing the incessant noise from the bars that increasingly define his neighborhood.
